The convenient customs clearance has brought about the steady growth of foreign trade. From January to August this year, Shenzhen's imports and exports reached 1.86 trillion yuan, an increase of 10.2% year-on-year, accounting for 9.6% of the total import and export value of the country in the same period.

Reduce the level of internal approval matters

It is reported that according to the operational requirements of cargo clearance preparation, customs declaration, cargo removal and other operations, Shenzhen Customs has set time-limited control indicators such as "day completion rate" in each link, and has limited the internal approval handling level, requiring each business site to complete the operation within the external commitment time limit. At the port site, the management system such as "immediate arrival" and "first inquiry responsibility system" is also implemented, and a "7×24" hour customs clearance guarantee mechanism is established to facilitate enterprises to pick up goods on the same day, and emergency goods are released and lifted in time.

The number of documents to be submitted has been reduced to 40

Since the beginning of this year, Shenzhen Customs has comprehensively cleaned up the document provisions in the normative documents and promoted the cancellation of documents in batches. When handling import and export business, enterprises are no longer required to submit paper documents and the original documents for inspection, and the documents that are really required to be submitted by enterprises are also specified, and the "backstop clause" is no longer set up. At the same time, for customs business that has been equipped with paperless processing conditions, Shenzhen Customs has fully implemented paperless, replacing paper documents with electronic documents, and reducing the burden of documents for enterprises.

According to Shenzhen Customs estimates, from July 1 this year, the number of documents to be submitted by enterprises and the public has been significantly reduced from 132 to 40. Since 2017, Shenzhen Customs has taken the lead in realizing "zero charges" for services, and relevant software downloads, data transmission and exchange services are completely free.

Shenzhen Customs promoted the "single window" standard edition of international trade in the whole field, and the "tailored" pilot promotion program in different industries, and the enterprises signed up according to demand, and held 35 special training sessions in total; Actively expand wechat groups, remote assistance and other online service platforms to improve the response time to enterprise services. At present, the application rate of "single window" for major declaration businesses such as import and export goods, means of transport and manifest declaration has reached 100%.
